First, what counts as "local" and what counts as "international"?

Why local suppliers are good

No import tax and no paperwork: A whole category of cost and hassle just disappears.

The one number that actually decides it

So importing wins. $301 versus $312. But look at what happened along the way. You started with a $55 gap per laptop. That looks like a 17% saving, and it's the number that gets a deal approved. After taxes and fees, the savings are $11. Just 3.6%.

Now say 20 of those 500 imported laptops turn out to be a grade below what was promised, and returning them across a border costs more than they're worth. You've now got 480 usable laptops, not 500.
